Decide on XML syntax for moso daemons to join each other

Description

Some questions that need to be addressed:

  • What wire protocol should we use?
  • What about security? I think the Argonne folks use some sort of challenge/response system with the mpd daemons
  • What about expandability to allow for future improvements or changes? Example, Fountain uses a Version element in its join messages to allow for changes in the node joining algorithm.

This issue is fixed now, we can reopen it if we decided to change the syntax used. For now we'll use HTTP as the wire protocol and worry about using a more secure protocol later.
